Issue 2 legalized recreational adult use of marijuana in Ohio, regulating it similarly to alcohol with a minimum age of 21. Zukerman noted that as of the article’s publication, the Ohio legislature had not yet provided clarity on how the law would be implemented, meaning the only lawful path to obtaining marijuana remained through a dispensary with a valid medical marijuana card. He emphasized that no amnesty or pardon was attached to the statute for prior possession convictions. Murphy outlined that up to 40 additional dispensary licenses would eventually be issued to social equity applicants, and that the legislature retained the ability to amend the law since Issue 2 passed as a statute rather than a constitutional amendment.
